Lots of problems with attempting to restart outlook

My attach to Outlook (yes I know it really should be MAPI) from a Service and when issues arise then we attempt to restart the outlook process.

Killing the process in Outlook2003 can leave Outlook attempting to restart in Safe Mode, but since we are in OLE/COM activiation of Outlook then it cannot show a Gui asking if we want safe mode. This results in 2 event log entries.

In System log: The server {0006F03A-0000-0000-C000-000000000046} did not register with DCOM within the required timeout.

In Application Log: Rejected Safe Mode action : Microsoft Office Outlook.

The only way to fix this is then to run Outlook itself and wait while it goes through the following...
